The Lipotvaros (Leopold Town) began to develop in the late eighteenth century, first as a financial centre and later as the seat of government. Though part of the V district, its ambience is quite different from that of the Belvaros, with sombre streets of ponderously Neoclassical buildings interrupted by squares flanked by Art Nouveau or neo-Renaissance piles, busy with office workers by day but dead in the evenings and at weekends until Cafe Kor, Gandhi and Lou Lou brought some life to the area. Another source of vitality is the Central European University (CEU), funded by the Hungarian-born billionaire financier George Soros. Depending on where you're coming from, it makes sense to start with Roosevelt ter, just inland of the Lanchid, or St Stephen's Basilica, two minutes' walk from Erzsebet ter. Most of the streets between them lead northwards to Szabadsag ter, whence you can head on towards Kossuth ter - though the like-named metro station or tram #2 from the Belgrad rakpart will provide quicker access to parliament
