Europe, and if you keep your wits about you and avoid staggering around the backstreets drunk after dark you should come to no harm. The Estonian police ( politsei ) are mostly very young and some may speak a little English, but don't bank on it. As far as health goes, though emergency health care is free in Estonia, the country's hospitals are under-equipped and if you fall seriously ill it's best to head for home if possible. No immunizations are required for Estonia.
