The Estonian police ( politsei ) are mostly very young and some may speak a little English, but don't bank on it. As far as health goes, though emergency health care is free in Estonia, the country's hospitals are under-equipped and if you fall seriously ill it's best to head for home if possible. No immunizations are required for Estonia.
