You can also phone long-distance from a post office or telephone centre where you'll be assigned a phone and asked to pay up front for the number of minutes you expect to talk - don't underestimate because they cut you off automatically. You'll find Internet cafes in Tallinn and Tartu, but they're still rare elsewhere. Expect to pay around 40-60EEK per hour.
