North of Vieques, and not quite twenty miles east of Fajardo, tiny CULEBRA is surrounded by two dozen islets and cays that afford snorkelling and dive sites touted as some of the Caribbean's best. Just as spectacular are the island's miles and miles of stunning beaches , many of them uninhabited. As with Vieques, the US Navy used Culebra for bombing practice, though this ended in 1975. Since 1909, the entire coastline and large portions of the 7000-acre interior have been designated wildlife preserves to protect the rare seabirds and sea turtles that nest here. You'll definitely want to concern yourself with that natural environment while you're here; home to about 2000 inhabitants, the island has no nightclubs or resorts, and only one sleepy town, called Dewey , a ragtag assemblage of two-storey wooden lean-tos, bars and restaurants whose streets are full of drifters hanging about.
