The New Economic Policy
Rahman resigned in 1971, handing over to the new Prime Minister, Tun Abdul Razak, also from UMNO, who took a less authoritarian stance - although still implementing the ISA. He brought the parties in Sarawak and Sabah into the political process and initiated a broad set of directives, called the New Economic Policy (NEP). This set out to restructure the management of the economy so that it would be less reliant on the Chinese. Ethnic Malays were classed as bumiputras (sons of the soil) and given favoured positions in business, commerce and other professions.
